MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – An abbreviated meeting of the Brookneal Town Council was held to address a few issues of importance.
The municipal government of the Town of Brookneal met with the following members present:
Richard Adams, Mayor
Mark Wilkes, Vice Mayor
Barbara Laprade, Joseph David, Scott Fisher and Conner Francis, Council Members
Bobbie Waller, Clerk/Treasurer
Russell Thurston, Town Manager
Mike Crews, Public Works Director
Robert Kolich, Chief of Police
Absent: Cynthia Johnson, Council Member
INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
PRESENTATION OF AEDS (AUTOMATIC EXTERNAL DEFIBRILLATORS) TO THE BROOKNEAL POLICE DEPARTMENT BY ART PURSEL
Mr. Art Pursel, of Brookneal Cheers, said that he was made aware at the October 2022 Town Council meeting that the Brookneal Police Department did not have AEDs in their patrol cars. He said his wife encouraged him to do a fundraiser to purchase one of these AED machines. He said Lance and Lisa Bradley of NCVA Medical Staffing took it to another step, and they were able to obtain 3 units. He said thanks to donations from Brookneal Cheers, Nixon Land Surveying, 246 The Main, Williams Lumber, Odd Fellows Lodge, Lions Club, NCVA Medical Staffing, and Brookneal Community Alliance, there were 3 of the units purchased. He presented the AEDs to each of the town’s officers, Chief Kolich, Officer Mason, and Officer Tanner.
APPROVAL FOR A RESOLUTION TO BE PREPARED BY THE TOWN MANAGER FOR THE BROOKNEAL DIXIE GIRLS SOFTBALL TEAM—VIRGINIA STATE CHAMPIONS IN 2022
Upon motion by Scott Fisher, seconded by Joseph David, and unanimously carried, the Council approved for a resolution to be prepared for the Brookneal Dixie Girls Softball Team.

APPROVAL FOR A RESOLUTION TO BE PREPARED BY THE TOWN MANAGER FOR THE BROOKNEAL DIXIE BOYS BASEBALL TEAM—VIRGINIA STATE CHAMPIONS IN 2022
Upon motion by Barbara Laprade, seconded by Mark Wilkes, and unanimously carried, the Council approved for a resolution to be prepared for the Brookneal Dixie Boys Baseball Team.

APPROVAL FOR A RESOLUTION TO BE PREPARED BY THE TOWN MANAGER IN APPRECIATION FOR RICHARD ADAMS’ YEARS OF SERVICE TO THE TOWN COUNCIL
Upon motion by Scott Fisher, seconded by Joseph David, and unanimously carried, the Council approved for a resolution to be prepared for Richard Adams in appreciation for his years of service to the Brookneal Town Council.

RESOLUTION TO EXTEND THE TAX DEADLINE FROM DECEMBER 5, 2022 TO JANUARY 6, 2022 FOR THE TOWN OF BROOKNEAL PERSONAL PROPERTY AND REAL ESTATE TAX BILLS
Upon motion by Conner Francis, seconded by Scott Fisher, and unanimously carried, the Council voted to approve the following resolution to extend the tax deadline from December 5, 2022 to January 6, 2022 for the Town of Brookneal personal property and real estate tax bills.

RESOLUTION OF APPRECIATION PRESENTED TO FOSTER FUELS
WHEREAS, The Town of Brookneal is authorized by the Commonwealth of Virginia, and by Town Ordinance, (32.004 Taxation – Due Date; Late Penalty), to set the date real estate and personal property taxes are due; and
WHEREAS, the due date of, (December 5), for tax bills for real estate and personal property taxes in the Town of Brookneal has been established by ordinance; and
WHEREAS, the late penalty of Ten-Percent for tax bills not paid by the due date having also been established by ordinance; and
WHEREAS, unforeseen circumstances beyond the control of the Town Treasurer caused the tax bills to be mailed to taxpayers at a date later than normal; and
WHEREAS, it is not the intention of the Town Treasurer or the Brookneal Town Council to cause taxpayers to be late in the payment of their taxes due to no fault of their own;
NOW, THEREFORE BE IT RESOLVED BY THE BROOKNEAL TOWN COUNCIL that it shall be hereby acknowledged and affirmed that the Due Date for payment of taxes for the 2022 Tax Year shall be extended from December 5, 2022 to January 6, 2023 and no penalty for late payment shall be assessed until after January 6, 2023.
This Resolution is authorized by State Code 58.1-3916 “Cities Counties and Towns may provide dates for filing returns, set penalties, interest, etc.”
