MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
Due to the Covid-19 pandemic, the municipal government of the Town of Brookneal met at the Brookneal Community Building, 261 Main Street, so that social distancing could be practiced properly, with the following members present:
James Nowlin, Mayor
Richard Adams, Vice Mayor
Barbara Laprade, Mark Wilkes, Joseph David, Cynthia Johnson, and Scott Fisher, Council Members

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
APPROVAL OF AGENDA
Upon motion by Joseph David, seconded by Mark Wilkes, and unanimously carried, Council approved the agenda for the July 13, 2021 regular meeting of the Brookneal Town Council.
MINUTES
Upon motion by Mark Wilkes seconded by Barbara LaPrade, and unanimously carried, Council approved the minutes for the June 8, 2021, Physical Development Committee meeting and Town Council meeting.
TREASURER’S REPORT
Mayor Nowlin asked that the July 2021 treasurer’s report be filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by Mark Wilkes, seconded by Joseph David and unanimously carried, authorizing the payment of the invoices for the period of June 9, 2021 to July 13, 2021 in the amount of $31,012.77.
PUBLIC COMMENT
Thomas Short, representing the Brookneal Dixie Belles all star team, appeared before Council to ask for any financial help possible to help the Brookneal Dixie Belles softball team with travel expenses to Moncks Corner, SC to play in the Dixie Softball World Series. The Brookneal Dixie Belles won the Virginia state championship on Monday, July 12, 2021.
POLICE REPORT
Richard Baldwin, Chief of Police, presented the police report for June 2021. He said of the 115 calls for service, 102 were answered by the Brookneal Police Department and 13 by the Campbell County Sheriff’s office. He said Fun Float Day on June 26, 2021 went well, and he said it there was a lot of people on the river. He said the new police vehicle is in, however, he said that it may be 2 months before all the equipment is installed due to delays in obtaining some items.
TOWN MANAGER REPORT
Town Manager Russell Thurston said that he received a letter from Campbell County saying that $51,000 was allocated in the County’s budget for the Town of Brookneal for FY22. He told the Council that Gary Colbert passed away this week; he said Mr. Colbert was very involved in the Brookneal Volunteer Fire Department and the Dixie Ball organization. Mr. Thurston said he was encouraged that people are cleaning up their properties after a number of letters went out to the property owners at the end of June.
He asked the Council about the request from Mr. Thomas Short for the all-star team. Councilperson Johnson suggested donating $500 to the team for their trip. Treasurer Bobbie Waller asked the Council to give her a range of what they would like to give, and she said she would do her best with it. Mr. David suggested a range of $500-$1000. Chief Baldwin reminded the Council that there is a Dixie Boys team as well that is playing a championship game tonight and could be going to the Dixie Boys World Series.
MOTION TO DONATE TO THE DIXIE GIRLS TRAVEL EXPENSES TO THE WORLD SERIES
Upon motion by Barbara Laprade, seconded by Joseph David, and unanimously carried, the Council authorized Ms. Waller to pursue funds for the Dixie Girls of $500-$1000, and if the Dixie Boys go to the Dixie Boys World Series, then each organization would get $500 each.

Upon motion by Joseph David, seconded by Mark Wilkes, and unanimously carried, the Council approved the following transfers of appropriation:

There were no committee recommendations.
ADJOURNMENT
Upon motion by Mark Wilkes, seconded by Cynthia Johnson, and unanimously carried, Mayor Nowlin announced that the July 13, 2021 Council meeting was adjourned.
