MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
James A. Nowlin, Mayor
Richard Adams, Vice Mayor

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
APPROVAL OF AGENDA
Upon motion by Richard Adams, seconded by Cynthia Johnson, and unanimously carried, Council approved the agenda for the November 12, 2019, regular meeting of the Brookneal Town Council.
MINUTES
Upon motion by Barbara Laprade, seconded by Richard Adams, and unanimously carried, Council approved the minutes for the October 8, 2019, Town Council meeting.
TREASURER’S REPORT
Mayor Nowlin asked that the November 2019 treasurer’s report be filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by Richard Adams, seconded by Phyllis Campbell, and unanimously carried, authorizing the payment of the invoices for the period of October 9, 2019 to November 12, 2019 in the amount of $12,754.44.
PUBLIC COMMENT
Wayne Tribble, representing the Brookneal Chamber of Commerce, asked the Council about putting a large Town Christmas tree at the community building. Consensus was that this was a good idea. He also asked Mayor James “Champ” Nowlin to be the grand marshal for the Christmas parade. Mr. Tribble said that the plans are to have the grand marshal “light” the Town Christmas tree the night of the parade as he comes up Main Street. Mr. Tribble also said that on December 6, the Chamber is sponsoring a Christmas window decorating contest along with a Christmas open house that night from 530 to 8 p.m.
POLICE REPORT
Chief of Police Richard Baldwin presented the police report for October 2019. He said of the 127 calls for service last month, 117 were answered by the Brookneal Police Department and 10 by Campbell County sheriff’s office. He said Brookneal Fest went really well on October 12, 2019. e He He said Halloween night also went well.
PUBLIC WORKS REPORT
Public Works Director Mike Crews said that the work order for the lighting project at the reservoir is in process with an expected completion date of February 7, 2020 contingent upon the Town completing its portion of the work. He said the Town’s portion should be completed this week. He said he has been attending hazardous mitigation plan meetings (for natural disaster preparation). He said that they are doing a public survey. He said he would have it put it the local newspaper and on the Town website. He said the Town has to be a member of this plan and pay dues which the Town has already done.
He said the Thanksgiving Day trash pickup will be on Wednesday, November 27, 2019. He said they will be working on the Christmas banners and lights in the next couple of weeks in time for the Christmas parade. He said they have had some major sewer problems, but they have been taken care of.
TOWN MANAGER REPORT
Town Manager Russell Thurston said that Ms. Joyce McDowell passed away last week. He said she was a fine woman, and asked everyone to remember her family in their thoughts and prayers. He said the parade application is in process. He said the new trash truck is being built down in Texas, but the anticipated delivery date may be as late as March 2020. He said the lodging study is undergoing the procurement process. He said the new auditor that has been hired by the Town will be in the office on November 14 and November 15, 2019. He said the office has been busy with tax season. He said that there are several street lights that are out on Main Street, and they are working on getting those ready for the parade. He said November 19, 2019 is the joint dinner meeting with Campbell County and the Town of Altavista. He said it will be in Brookneal this year at 6 p.m. at Sonny Buck’s Diner. He said that paving on Lusardi Drive will be done by VDOT in 2020.

Upon motion by Phyllis Campbell, seconded by Cynthia Johnson, and unanimously carried, Mayor Nowlin announced that the November 12, 2019 Council meeting was adjourned.
