MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
James Nowlin, Vice Mayor

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
APPROVAL OF AGENDA
Upon motion by Robert Jean, seconded by Mark Wilkes, and unanimously carried, Council approved the agenda for the February 13, 2018, regular meeting of the Brookneal Town Council.
RESOLUTION FOR RICHARD L. FISHER, D.D.S.
Mayor Phyllis Campbell presented the following resolution to Dr. Richard L. Fisher and his wife Kate,
RESOLUTION OF APPRECIATION
IN HONOR OF
RICHARD L. FISHER, DDS
WHEREAS: The Mayor, Town Council, and good citizens of Brookneal so desire to recognize the dedicated service of a man called by God to devote his life to the role of Doctor of Dental Surgery; and
WHEREAS: The decision to answer the call of God, and to commit one’s life to the work of the dental profession, choosing to help people with matters related to oral health and overall quality of life, is a field of service not to be entered into lightly; and
WHEREAS: The role of Dentist requires the possession and application of many valuable skills and gifts such as: self-discipline, focus, study, leadership, discretion, understanding, kindness, love, comfort, compassion; and
WHEREAS: The Dentist is recognized throughout the community as a role-model, leader, mentor, friend, counselor, and healer;
NOW, THEREFORE I, Phyllis Campbell, by virtue of the authority vested in me as the Honorable Mayor of the Town of Brookneal, do hereby affirm that Tuesday, February 13, 2018, shall be recognized as a day of appreciation in the honor of: Richard L. Fisher, DDS., for his outstanding service to the good people of Brookneal and the surrounding territories, as one of the longest serving Dentists in the entire Commonwealth, having entered into the dental practice 60 years ago, in 1958. In Witness Whereof, I have hereunto set my hand and caused the Seal of the Town of Brookneal to be hereby affixed this 13th day of February of the year of our Lord two thousand eighteen.

WHEREAS: The Mayor, Town Council, and good citizens of Brookneal so desire to recognize the dedicated service of a man called by God to devote his life to the role of Medical Doctor; and
WHEREAS: The decision to answer the call of God, and to commit one’s life to the work of the medical profession, and choosing to help people with issues both great and small, sometimes matters of life and death, is a field of service not to be entered into lightly; and
WHEREAS: The role of Doctor requires the possession and application of many valuable skills and gifts such as: self-discipline, focus, study, leadership, discretion, understanding, kindness, love, comfort, compassion; and
WHEREAS: The Medical Doctor is recognized throughout the community as a role-model, leader, mentor, friend, counselor, and healer;

MINUTES
Upon motion by Barbara Laprade, seconded by Mark Wilkes, and unanimously carried, Council approved the minutes for the January 9, 2018, Town Council meeting.
TREASURER’S REPORT
Mayor Campbell asked that the February 2018 treasurer’s report be filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by Barbara Laprade, seconded by Mark Wilkes and unanimously carried, authorizing the payment of the invoices for the period of January 10, 2018 to February 13, 2018, in the amount of $14,097.88.
POLICE REPORT
Officer Clifton Mason presented the police report for January 2018. He said of the 70 calls for service, 55 were answered by the Brookneal Police Department. Officer Mason read the resignation letter from Officer Wayne Duff who left the department effective January 19, 2018 due to the Town’s lack of participating in the Virginia Retirement System’s Enhanced Benefits program (LEOS). Town Manager Russell Thurston said that the Town did a study with the Virginia Retirement System to evaluate the math on this benefit. He said when the numbers came back they were over and above what the town already contributes to the Virginia Retirement System; the math just would not work out for the Town budget. He said the benefit from the state is a stated fixed benefit; and the town would have to come up with the funds for this stated fixed benefit. .
PUBLIC WORKS REPORT
Mike Crews, Public Works Director, said VDOT will be trimming limbs over the streets in town in the next few weeks, and they want to make sure vehicles are off the streets when they start this project.
TOWN MANAGER REPORT
Town Manager Russell Thurston said that the problem with drainage in the post office/Todd Street area has been fixed. He said the next budget meeting will be February 21, 2018, and he encouraged everyone to attend. He said the day care center in the basement of the library has been working hard on getting the facility ready to open; he was unsure of an opening date. He said that he and Chief Baldwin have been working on a grant with DCJS for some equipment for the police department. Councilperson Robert Jean asked about the possibility of a dialysis center coming to Brookneal; he said he has heard that this is being looked at by Centra Health. Mr. Thurston said that he had heard some talk about this, and he said he would look at writing a letter of support to Centra for a bringing a dialysis center to Brookneal. Vice Mayor Nowlin asked about the possibility of storing water again in the downtown tank. Mr. Crews said that the Preliminary Engineering Report is complete, and he said that there will be a meeting between the Virginia Department of Health and the Town to discuss what needs to be done to fine tune the water system and pick the best alternative that fits the Town’s needs. Mr. Thurston noted that the Water Treatment Plant has gone many months without a violation on the TTHMs. He praised the team at the water treatment plant and Mike Crews for all their work on this issue.
