MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
James Nowlin, Vice Mayor
Robert Jean, Barbara Laprade, and Mark Wilkes (came in at 7:14 p.m.), Council Members
Russell Thurston, Town Manager
Bobbie Waller, Clerk/Treasurer
Mike Crews, Public Works Director
Richard Baldwin, Chief of Police
Absent: Richard Adams and Joseph B. David, Jr. Council Members
INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
POLICE REPORT
Police Chief Richard Baldwin presented the police report for September 2016. He said of the 80 calls for service, 61 were answered by the Brookneal police department. Chief Baldwin also said that the 2012 Dodge Charger is back in the shop and has been there about a week. He said they are trying to figure out what is wrong with it.
PUBLIC WORKS REPORT
Public Works Director Mike Crews said that fall clean-up will be October 17 through October 28, 2016. He said the final quarterly TTHM testing for the year will be done this week; he said we have been in compliance so far this entire calendar year.
TOWN MANAGER REPORT
Town Manager Russell Thurston said the on-site audit process is done, and the auditor will go back and compile all his information before presenting the audit report to the Council. He said the partner appreciation lunch will be on Wednesday, October 19, 2016 at the community building. He said there is a Region 2000 banquet dinner on Thursday, October 20, 2016. He said that the issue that came up last month with Ms. Witcher has been looked into. He said he, Mr. Nowlin, Mr. Wilkes and Mr. David have looked at the issue. Although there is no money to fix the problem and it is not the Town’s property, he said that the Town will help with labor and some surplus materials when they are available.

Upon motion by Robert Jean, seconded by Mark Wilkes, and unanimously carried, the Council voted to approve the following transfers of appropriation.

Upon motion by Mark Wilkes, seconded by Barbara Laprade, and unanimously carried, Council approved the agenda for the October 11, 2016, regular meeting of the Brookneal Town Council.
MINUTES
Upon motion by Barbara Laprade, seconded by Robert Jean, and unanimously carried, Council approved the minutes for the September 13, 2016, Town Council meeting.
TREASURER’S REPORT
Mayor Campbell asked that the October 2016 treasurer’s report be filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by James Nowlin, seconded by Mark Wilkes, and unanimously carried, authorizing the payment of the invoices for the period of
September 14, 2016 to October 11, 2016, in the amount of $13,622.74.
COMMITTEE RECOMMENDATIONS
Physical Development Committee member Mark Wilkes said that the ball park road and parking lot is in really bad shape and needs to really be looked at. He said there are ruts everywhere, and it needs to be cut down and graded; the road is washing out. Mr. Wilkes said it is going to be a great cost to do it all. Mr. Thurston said that it is going to take some structural design to fix it properly. Mayor Campbell asked everyone to be thinking about forming a committee to work on this.

Upon motion by Mark Wilkes, seconded by Robert Jean, and unanimously carried, Mayor Campbell announced that the October 11, 2016, Council meeting was adjourned.
