MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
James Nowlin, Vice Mayor
Robert Jean, Joseph B. David, Jr., Barbara Laprade, and Richard Adams, Council Members
Russell Thurston, Town Manager

Absent: Mark Wilkes, Council Member
INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
APPROVAL OF AGENDA
Upon motion by Barbara Laprade, seconded by Richard Adams, and unanimously carried, Council approved the agenda for the February 9, 2016, regular meeting of the Brookneal Town Council with one addition: 1) Resolution for the Campbell County All Hazards All Disciplines Plan.
MINUTES
Upon motion by Robert Jean, seconded by Richard Adams, and unanimously carried, Council approved the minutes for the January 12, 2016, Town Council meeting.
TREASURER’S REPORT
Mayor Campbell asked that the February 2016 treasurer’s report be filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by James Nowlin, seconded by Robert Jean, and unanimously carried, authorizing the payment of the invoices for the period of January 13, 2016 to February 9, 2016, in the amount of $8,918.36.
PUBLIC COMMENT
Conner Francis, of William Campbell High School, appeared before Council to discuss the political forum that he is organizing to be held on February 26, 2016 at 7 pm at the Brookneal community building. He said the candidates running for the 5th district seat that Robert Hurt is vacating at the end of this year want to come to meet the Town of Brookneal and surrounding areas. He said that he has invited all Republican candidates that are running as well as the Democratic candidate that is running for the 5th district seat. He said that he is going to take the candidates on a tour of the town before the forum.
POLICE REPORT
Police Chief Richard Baldwin presented the police report for February 2016. He said there were 84 calls for service in January of which 64 were answered by the Brookneal Police Department and 20 were answered by Campbell County Sheriff’s Office. He said they have had problems with people going in cars and just ransacking them. He asked that the Council members spread the word for everyone to lock their car doors.
PUBLIC WORKS REPORT
Public Works Director Mike Crews said that the first PCB study was done on December 21, 2015, and the report was 645 pages long. He said that if DEQ requires the Town to do another one it will be done in July. He said on February 10, 2016, Centurylink is going to move the telephone pole that is located on Rush Street as required by VDOT for the downtown grant. He said the first TTHMs testing for this quarter were good. He said that he has hired an employee for the maintenance department, Randy Moore. He also said that he is going to be hiring for a full time water treatment plant operator. He told Council members there was a sink hole on Charlotte Street this past week, but they did get it fixed.

Upon motion by Robert Jean, seconded by Barbara Laprade, and unanimously carried, the Council voted to adopt the following resolution.

ADOPTION OF THE CAMPBELL COUNTY ALL HAZARDS ALL DISCIPLINES PLAN (EMERGENCY OPERATIONS PLAN)
On motion it was resolved the Town Council adopts the following resolution:
WHEREAS, the Town Council of the Town of Brookneal, Virginia recognizes the need to prepare for, respond to, and recover from natural and man-made disasters, and
WHEREAS, the Town Council has a responsibility to provide for the safety and well being of its citizens and visitors, and
WHEREAS, the Town of Brookneal recognizes that the County of Campbell has established and appointed a Director and Coordinator of Emergency Services.
NOW, THEREFORE, BE IT HEREBY PROCLAIMED by the Town Council of the Town of Brookneal, Virginia that this Emergency Operations Plan as revised in 2015 and adopted by the Campbell County Board of Supervisors in February 2016 is officially adopted, and
IT IS FURTHER PROCLAIMED AND ORDERED that the Director of Emergency Services, or his designees, are tasked and authorized to maintain and revise as necessary this document over the next four-year period or until such time it be ordered to come before the Brookneal Town Council and/or Campbell County Board of Supervisors.
Adoption occurred at the regular meeting of the Town of Brookneal Council held on the 9th day of February 2016, at the Brookneal Town Council Chambers, Brookneal, VA.

TOWN MANAGER REPORT
Town Manager Russell Thurston said that he went to Richmond to lobby for the Town of Brookneal with our legislators. He said that the first budget meeting will be held on February 10, 2016. He said that 246 The Main had asked about a sign being erected at the entrance to the Town; he said he thought that was going to be a VDOT issue and not a town issue.

COMMITTEE RECOMMENDATIONS
There were no committee recommendations.
ITEMS FROM TOWN COUNCIL
Councilperson David said that there will be a rabies clinic at Dodd’s Farm Supply on February 27, 2016 from 8-10 a.m. He also said that he was pleased that the Brookneal Medical Center has a sign displayed that they are accepting new patients. He asked Council members to help spread the word about that. He also thanked the Council for letting the Brookneal Elementary School use the community building for the Father Daughter dance in January 2016; he said it was a great event.
Vice Mayor Nowlin reminded the Council about the theater’s next play which is Essie Sing in March. He also said that the theater is having a black history event on February 13 from 4 to 6 p.m.

Upon motion by James Nowlin, seconded by Robert Jean, and unanimously carried, Mayor Campbell announced that the February 9, 2016 Council meeting was adjourned.
