MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
James Nowlin, Vice Mayor
Robert Jean, Tracy Meisenbach, Mark Wilkes, and Barbara Laprade, Council Members
Russell B. Thurston, Town Manager
Bobbie Waller, Clerk/Treasurer
Mike Crews, Public Works Director
Ricky Baldwin, Chief of Police
Absent: Richard Adams, Council Member
INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
APPROVAL OF AGENDA
Upon motion by James Nowlin, seconded by Mark Wilkes, and unanimously carried, Council approved the agenda for the January 10, 2012, regular meeting of the Brookneal Town Council.
MINUTES
Upon motion by Robert Jean, seconded by Barbara Laprade, and unanimously carried, Council approved the December 13, 2011, Town Council meeting minutes.
TREASURER'S REPORT
Mayor Campbell asked that the January 2012 treasurer's report be filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by James Nowlin, seconded by Mark Wilkes, and unanimously carried, authorizing the payment of the invoices for the period of December 14, 2011, to January 10, 2012, in the amount of $51,256.56.
POLICE REPORT
Chief Baldwin passed the police report for December out to Council members. He said Officer Mason will start school on January 17.
PUBLIC WORKS REPORT
Public Works Director Mike Crews said Harman Saunders took care of the water standing in the new brick walkway at the corner of Main and Rush Streets. He said the rest of the water meters for the USDA water project came in and will be completed by Haymes Brothers Construction.
TOWN MANAGER REPORT
Town Manager Russell Thurston said that the final approval was received by VDOT to send the Rush Street project out for bid. He said it would be in this Sunday's newspaper. It would then stay out for bid for so many days before bids would be received and opened, but there would not be any actual construction until spring of the year. He said he would be working with Bobbie Waller and Mike Crews on the upcoming budget year.
SETTING THE MEETING DATES FOR 2012 AND APPROVAL OF TOWN HOLIDAYS FOR 2012
Upon motion by James Nowlin, seconded by Robert Jean, and unanimously carried, the Council approved the meeting dates for 2012 and the town holidays for 2012. Clerk/Treasurer Bobbie Waller said that she put Day in the Town on the calendar for May 5th since the consensus from most people was to leave it in May with the Bass Festival. Consensus was to leave it in May.
COMMITTEE RECOMMENDATIONS
There were no committee recommendations.
ITEMS FROM TOWN COUNCIL
Councilperson Meisenbach said that the old dump truck has become an eyesore. She also asked about having the council members and their contact information on the website. She also asked about having a listing of email addresses for the council members. She also said the physical development committee needs to have a meeting about the cemetery soon.
ADJOURNMENT
Upon motion from James Nowlin, seconded by Mark Wilkes, and unanimously carried, Mayor Campbell announced that the January 10, 2012, meeting was adjourned.
