MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
James Nowlin, Vice Mayor
Richard Adams, Robert Jean, Tracy Meisenbach, and Mark Wilkes Council Members
Bobbie Waller, Clerk/Treasurer
Ricky Baldwin, Chief of Police
Absent: Barbara Laprade, Council Member and Mike Crews, Public Works Director
INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
APPROVAL OF AGENDA
Upon motion by Richard Adams, seconded by Robert Jean, and unanimously carried, Council approved the agenda for the March 8, 2011, regular meeting of the Brookneal Town Council with the following additions: 1) Motion for WW Associates 2) Transfer of Appropriation 3)Motion to allow Clerk/Treasurer to roll over a CD to the money market account
MINUTES
Upon motion by James Nowlin, seconded by Robert Jean, and unanimously carried, Council approved the February 8, 2011, Town Council meeting minutes.
TREASURER'S REPORT
Mayor Campbell asked that the March 2011 treasurer's report be filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by James Nowlin, seconded by Robert Jean, and unanimously carried, authorizing the payment of the invoices for the period of February 9, 2011, to March 8, 2011, in the amount of $12,689.42.
PUBLIC COMMENT
Glenna Tarasevitzsch, of 129 Red Bottom Road, Brookneal, representing the Brookneal Lions Club, requested use of the dining room at the community building for a bingo game as a fundraiser for the Lions Club. She said the tentative dates they were looking at are the evenings of April 15 or April 16. Mayor Campbell said the calendar would have to be checked to see if the dates are available. Upon motion by Robert Jean, seconded by Mark Wilkes, and unanimously carried, the Council approved the use of the building by the Lions Club dependent upon the availability of the facility.
Mr. Howard Wells, of Booker Road, asked that the Town do whatever they could to help Robert Lee Elder get his new trailer put in. Mayor Campbell said that the County has to approve it and there is nothing the Town can do at this point.
SET DATES FOR SPRING CLEAN UP APRIL 11 THRU APRIL 22, 2011
Mayor Campbell said that dates for spring clean up are set for April 11 through April 22, 2011. She said that anyone having items to be picked up need to call the town office.
MOTION TO ADVERTISE FOR A PUBLIC HEARING IN APRIL ON THE DOWNTOWN REVITALIZATION OVERLAY DISTRICT PLAN
Upon motion by Robert Jean, seconded by James Nowlin, and unanimously carried, the Council voted to advertise for a public hearing on the downtown revitalization overlay district plan at the April 2011 Council meeting.
POLICE REPORT
Chief Ricky Baldwin distributed a police report for the month of February 2011. Chief Baldwin said that the old police car was delivered to Vo-Tech on Friday, March 4, and they had an open house on Monday, March 7 during which they displayed the car. Chief Baldwin said the new Da-Pro system is operational as of today. He also said the new Tahoe has arrived and is in service now.
MOTION FOR BANK OF CHARLOTTE COUNTY
Upon motion by Tracy Meisenbach, seconded by Robert Jean, and unanimously carried, the Council approved for the Bank of Charlotte County to update their resolution listing Clerk/Treasurer Bobbie Waller and Mayor Phyllis Campbell as being the only two people that can open up new accounts and sign all legal documents for the Town of Brookneal.
MOTION ON CD AT BANK OF CHARLOTTE COUNTY
Upon motion by Richard Adams, seconded by Mark Wilkes, and unanimously carried, the Council voted, after discussions during the 5:00 budget meeting, to allow Clerk/Treasurer Bobbie Waller to roll over one of the two certificates of deposit that are due for renewal on March 9, 2011, at the Bank of Charlotte County to the money market account. He said this will free those funds in the event that we could use those to pay off the loan on the sanitation vehicle.
MOTION FOR WW ASSOCIATES ON PHASE 2 GRANT MANAGEMENT SERVICES
Upon motion by James Nowlin, seconded by Tracy Meisenbach, and unanimously carried, the Council approved the fee proposal for Phase 2 grant management services from WW Associates for $18,000 with the understanding that the Town will have to cover these fees. Clerk/Treasurer Bobbie Waller explained that there is money in the utility fund budget under Water and Sewer Capital Improvements to cover this amount because the Council budgeted the money to make payments on the water project loan for an entire year, and as of yet, we have not had to make any payments.

COMMITTEE RECOMMENDATIONS
Physical Development Committee Chairperson James Nowlin made a motion to postpone Day in the Town until the work downtown is completed. The motion was seconded by Robert Jean, and unanimously carried.
Councilperson Nowlin also said that Rev. Jerry Stanfield of Childrey Baptist Church wanted to meet with the committee to discuss working on the community building. He also said that he wanted to see the doors on the town office building fixed. Councilperson Jean said that Randy Parr of Lynchburg Restoration was supposed to give a quote to the Town on the doors. Mayor Campbell said she would check with Randy Parr to see if he had that quote.
ITEMS FROM TOWN COUNCIL
Councilperson Jean said he would like to thank Billy Davis for helping to remove the Christmas decorations. He also mentioned the bad condition of the road at the ballpark. He said there are gullets 15-20 inches deep in the road there. He also mentioned that the community building floor needs to be screened and varnished.
Mayor Campbell thanked the American Legion Post 52 for their donation of $100 to the Town.
UNIFORMS FOR TOWN EMPLOYEES
Mayor Campbell said in Mr. Crews' absence she wanted to discuss the uniforms for the town employees. She said that the Council needs to decide if it is going to be mandatory or not. Vice Mayor Nowlin said that if the uniforms are going to be mandatory, he would like to see the Town pay for them. Mr. Adams said he would like to see something built into the personnel manual concerning a policy on uniforms if an employee leaves the Town. Ms. Meisenbach concurred with this, and she also added that she would like to see the uniforms mandatory within reason. She said she would hate to see someone written up for covering up their Brookneal uniform. Mr. Adams suggested getting a contract for one year from each of the companies and bringing it back to Council. Mr. Jean concurred with this. Consensus was to make the uniforms mandatory and that the Town pays for them.
Councilperson Meisenbach reminded everyone of the rabies clinic that will be in town on March 26 behind the Town hall. She also wanted to call attention to the parking area along side Guthrie's Hardware that has holes and pitts in the area. She said she thought the railroad is responsible for that area.
Councilperson Wilkes asked about putting down gravel in the Wickliffe Cemetery. There was then discussion about the headstones at the cemetery that have fallen over. Ms. Meisenbach suggested sending letters to family members about their stones. Mr. Nowlin said that if there is no family, then the Town should step in to help. Mr. Nowlin said his committee would meet at the cemetery to take a look at these issues.
