MINUTES OF THE BROOKNEAL TOWN COUNCIL
6:00 PM – A special meeting was called by Clerk/Treasurer Bobbie Waller for the purpose of passing a resolution of construction contract tentative award for the water treatment plant project and the water distribution system project.
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
James Nowlin, Vice Mayor
Richard Adams, Robert Jean, Tracy Meisenbach and Phillip Sheppard, Council Members
Buster Nicholson, Town Manager
Mike Crews, Public Works Director
Bobbie Waller, Clerk/Treasurer
Absent: Kenneth Jennings, Council Member
RESOLUTION OF CONSTRUCTION CONTACT TENTATIVE AWARD
Upon motion by Tracy Meisenbach, seconded by Robert Jean and unanimously carried, the Council approved the following resolution of award:

RESOLUTION OF CONSTRUCTION CONTRACT TENTATIVE AWARD
HAYMES BROTHERS CONSTRUCTION COMPANY
WATER DISTRIBUTION SYSTEM IMPROVEMENTS
LITTLETON & ASSOCIATES, INC.
WATER TREATMENT PLANT IMPROVEMENTS
WHEREAS, the Town of Brookneal has publically advertised and solicited bids for the construction of numerous water distribution system and water treatment plant improvements within the town, and
WHEREAS, a total of six (6) bids were received ranging from a low of $1,888,529.65 to a high of $2,800,000 for water distribution system improvements and a total of three (3) bids were received ranging from a low of $992,000.00 to a high of $1,120,853.00 for water treatment plant improvements, and
WHEREAS, these projects will be ultimately funded 100% through the United States Department of Agriculture, Rural Department, the Town of Brookneal, via a loan from the United States Department of Agriculture, Rural Development, the United States Environmental Protection Agency, and the American Reinvestment and Recovery Act, and
WHEREAS, town staff and their engineering consultants have reviewed these bids and are recommending that a tentative contract award be made to Haymes Brothers Construction Company of Chatham, Virginia and Littleton & Associates, Inc. of Covington, Virginia for the construction of improvements to the Town of Brookneal’s water distribution and water treatment systems subject to the approval of the United States Department of Agriculture, Rural Development, the United States Environmental Protection Agency, and the Virginia Department of Health.
NOW THEREFORE BE IT RESOLVED, that the Town of Brookneal hereby makes tentative award of a construction contract to Haymes Brothers Construction Company of Chatham, Virginia for water system improvements and Littleton & Associates, Inc. of Covington, Virginia for water treatment plant improvements subject to the approval of the United States Department of Agriculture, Rural Development, the United States Environmental Protection Agency, and the Virginia Department of Health.
BE IT ALSO RESOLVED, that the Town of Brookneal, upon final approval of the United States Department of Agriculture, Rural Development, the United States Environmental Protection Agency, and the Virginia Department of Health does hereby authorize the Mayor and/or Town Manager to execute the necessary documents to award the final contracts to the above noted contractors to complete the work identified in the plans and specifications prepared by the Town of Brookneal’s engineering consultant WW Associates and/or negotiate with the contractor to achieve a project within the available funding.

Upon motion from James Nowlin, seconded by Richard Adams, and unanimously carried, Mayor Campbell announced that the November 13, 2009, Council meeting was adjourned.
