MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
APPROVAL OF AGENDA
Upon motion by Robert Jean, seconded by Kenneth Jennings and unanimously carried, Council approved the agenda for the November 13, 2007, regular meeting of the Brookneal Town Council.
MINUTES
Upon motion by Richard Adams, seconded by Robert Jean and unanimously carried, Council approved the October 9, 2007 Town Council minutes.
TREASURER’S REPORT
Vice Mayor Nowlin asked that the November 2007 treasurer’s report be filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by Kenneth Jennings, seconded by Richard Adams and unanimously carried, authorizing the payment of the invoices for the period of October 10, 2007, to November 13, 2007, in the amount of $17,091.16.
POLICE REPORT
Chief Cousins said that Halloween night was very quiet in the Town of Brookneal this year. The police officers gave out candy to the kids. Chief Cousins also said he was going to work on getting donations of new tables for the community building.
PUBLIC COMMENT
Mr. Howard Wells came in the Town Hall as Chief Cousins was presenting his report. Mr. Wells of Booker Road, Brookneal wanted to express his concerns about gun shots being fired in the Booker Road area. Since firearms are not supposed to be fired in the Town of Brookneal, he is very concerned that someone is going to be harmed.
PUBLIC WORKS REPORT
Mr. Mike Crews, Interim Town Manager and Public Works Director, announced the public works department would be flushing fire hydrants on November 26, 27, and 28. He also announced that the trash pick up normally done on Thursday would be done on Wednesday next week in lieu of the Thanksgiving Day holiday.
Mr. Crews also informed the Council that the derelict property owners on Wickliffe Avenue that were mentioned at the October 2007 Council meeting were sent certified letters in October. They are responding by cleaning up their properties.
Mr. Crews said that the third round of applications for the Downtown Revitalization project has been submitted. The Town should be receiving a reply from the Transportation Board sometime in March.
Mr. Crews told the Council that the Dixie Youth Girls need a place to store their equipment. They had to move their equipment out of the Rescue Squad building because the Rescue Squad needs the space for other things. They want to store the equipment in the upper loft of the Kersey building. Upon motion by Robert Jean, seconded by Kenneth Jennings, and unanimously carried, Council authorized the Dixie Youth Girls use of the appropriate portion of the Kersey building as needed for their equipment, and sign waivers releasing the Town of responsibility for damage, injury, or loss.
INVESTMENT OPTIONS FOR CDS MATURING 11/16/07
Upon motion by Richard Adams, seconded by Robert Jean, and unanimously carried, Council authorized the Clerk/Treasurer Bobbie Waller to handle the renewal of the certificates of deposit maturing on November 16, 2007 (CD #19073 & 19074).

Upon motion from Tracy Meisenbach, seconded by Richard Adams, and unanimously carried, Council approved the transfers of appropriations as outlined below by the Clerk/Treasurer:

CHRISTMAS GIFT FOR EMPLOYEES
Upon motion by Tracy Meisenbach, seconded by Kenneth Jennings, and unanimously carried, Council authorized a Christmas gift to the employees this year in the amount of $200.00 net (after taxes).
EMPLOYEES WITH ANNUAL LEAVE OVER THE LIMIT
Upon motion by Kenneth Jennings, seconded by Tracy Meisenbach, and unanimously carried, the Council authorized Interim Town Manager to handle the employees with annual leave over the limit as per the report he presented in the committee meeting.
RED CROSS REQUEST FOR USE OF COMMUNITY BUILDING FOR BLOOD DRIVE
Upon motion by Kenneth Jennings, seconded by Tracy Meisenbach and unanimously carried, the Council approved the request from the American Red Cross to hold a blood drive at the community building on Monday, January 7, 2008 and to assist in sponsorship by advertisement or other items that they need the Town to do.
REQUEST FROM GERMAN CLUB FOR NEW YEAR’S EVE
Upon motion from Robert Jean, seconded by Richard Adams, and unanimously carried, the Council approved the request from the German Club to extend their hours in the community building on New Year’s Eve until 12:30 a.m. and to allow them to come back on January 1, 2008 to finish their clean up of the building.
ITEMS FROM TOWN COUNCIL
Councilperson Robert Jean discussed his interest in the Town Office being open all day on Tuesdays and Thursdays and only closed on Wednesdays each week. He said he understood that the Town did not have the funds to do that at this time, but he wants to see the Council work toward that goal.
Councilperson Richard Adams said that Kevin Bray of the Brookneal Chamber of Commerce wanted help from anyone that could assist with the after party for the bands after the Christmas parade on December 6, 2007. They presently have 5 bands committed to coming to the parade. Councilperson Adams also wanted permission for the Red Hill Auxiliary to trim the boxwoods at the community building to be used in making their wreaths for the Christmas season. Everyone was in agreement on that issue. Lastly, he said that Dominion Virginia Power has agreed to have the dead tree at the Wickliffe Cemetery taken care of as long as we provide a hold harmless agreement to them.
Councilperson Meisenbach wanted to make everyone aware of racing that is occurring late at night on Friday and Saturday nights on Church Street. She also said that four wheelers are running down the railroad tracks near the old Bassett Walker building and near her property and going through to the Adams Ferry Road area. She said she has had problems with a helicopter that has been circling the Town and hovering over her horse pasture. Chief Cousins and Mr. Crews advised that there were several complaints about this helicopter. They advised that they had contacted the FAA at Lynchburg airport, and that there are no regulations governing small aircraft. They do not have to have a license nor a flight plan.
