MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
James Nowlin, Vice Mayor

INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
PUBLIC HEARING FOR THE GENERAL FUND BUDGET
7:00 p.m. – Mayor Campbell called the Public Hearing for the General Fund Budget to order. No one appeared before council to speak in favor or in opposition. Mayor Campbell declared the Public Hearing for the General Fund Budget closed at 7:01 p.m.
PUBLIC HEARING FOR THE WATER FUND BUDGET
7:01 p.m. – Mayor Campbell called the Public Hearing for the Water Fund Budget to order. No one appeared before council to speak in favor or in opposition. Mayor Campbell declared the Public Hearing for the Water Fund Budget closed at 7:02 p.m.
PUBLIC HEARING FOR THE SEWER FUND BUDGET
7:02 p.m. – Mayor Campbell called the Public Hearing for the Sewer Fund Budget to order. No one appeared before council to speak in favor or in opposition. Mayor Campbell declared the Public Hearing for the Sewer Fund Budget closed at 7:03 p.m.
APPROVAL OF AGENDA
Upon motion by Stacey Hailey, seconded by Kenneth Jennings and unanimously carried, Council approved the agenda for the May 8, 2007, regular meeting of the Brookneal Town Council with the following additions: 1) Vote for Public Hearing for PPTRA (Personal Property Tax Relief Act) 2) Closed Session under VA Code Section 2.2-3711 (A) (1) for the purpose of reviewing and discussing the performance of the water treatment plant operator and the police department.
MINUTES
Upon motion by Kenneth Jennings, seconded by Stacey Hailey and unanimously carried, Council approved the April 10, 2007 Town Council minutes.
TREASURER’S REPORT
Mayor Campbell asked that the May 2007 treasurer’s report be filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by Stacey Hailey, seconded by Kenneth Jennings and unanimously carried, authorizing the payment of the invoices for the period of April 11, 2007, to May 8, 2007, in the amount of $10,152.53.
PUBLIC COMMENT
No one appeared during public comment.
POLICE REPORT
Chief Cousins announced that Officer Scott Earhart’s graduation from the police academy will be on Saturday, June 23, 2007. Anyone wishing to attend should let Chief Cousins know. The cost will be $13.00 per person.
PUBLIC WORKS REPORT
Public Works Director Mike Crews announced that he was getting the doors on the front of the Council building and the Town Office building replaced by the end of June 2007. He is also getting bids on painting the rest of the Town Hall building before the end of June. The work at the community building on the HVAC system is 90% complete. He said he also received a price from Guill’s Hardwood Floors to repair the place in the floor in the auditorium that the termites damaged. He also told Council that he had received a quote from Dodson Pest Control to treat the community building for termites for $1700.00. Mr. Crews announced that the Campbell County Economic Development Office will be holding a Business Appreciation Week Luncheon on Tuesday, May 15, 2007 at 12:00 p.m. for anyone wishing to attend.
VML TOWN SECTION MEETING
Mayor Campbell informed Council that a VML Town Section meeting was being held in Altavista at the Train Station on Thursday, May 25, 2007, for anyone interested in attending.
PUBLIC HEARING FOR PPTRA
Motion was made by Stacey Hailey to hold a public hearing on June 12, 2007 at 7:00 p.m. at the Town Council meeting for the Personal Property Tax Relief Act (PPTRA) for the 2007 tax year. The motion received a second from Robert Jean. Mayor Campbell called for a verbal vote as follows:

With all in favor, the motion carried.
ITEMS FROM TOWN COUNCIL
Mayor Campbell praised Mr. Nowlin for all his work on Day in the Town held on Saturday, May 5, 2007. Mr. Nowlin thanked everyone for their support and help in making Day in the Town 2007 a success. Mr. Jean brought up the condition of the railroad tracks at the stoplight. He suggested that the Town request that the railroad put up a metal crossing such as the one in South Boston. Mayor Campbell said that the Council has written to everyone they could think of and called everyone they could on that issue, and they were told that our tracks in the Town of Brookneal would be like that until they had to be replaced. Mr. Jennings also praised everyone for their work on Day in the Town.
CLOSED SESSION
Motion was made by Stacey Hailey to go into closed session under VA Code Section 2.2-3711 (A) (3) for the purpose of discussing the disposition of real property and under VA Code Section 2.2-3711 (A) (1) for the purpose of reviewing and discussing the performance of the water treatment plant operator and the police department. The motion received a second from Tracy Meisenbach. Mayor Campbell called for a verbal vote as follows:

With all in favor, the motion carried.
CERTIFICATION
Mayor Campbell called for a vote certifying that only those items allowed under VA Code Section 2.2-3711 (A) (3) for the purpose of discussing the disposition of real property and under VA Code Section 2.2-3711 (A) (1) for the purpose of reviewing and discussing the performance of the water treatment plant operator and the police department .
