MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 PM – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
Jack Woodell, Vice Mayor
James Nowlin, Meg Tibbs, Kenneth Jennings, and Tracy Meisenbach, Council members
Bill Gillespie, Town Manager
Laurie C. Francis, Clerk/Treasurer
Mike Crews, Public Works Director
Ricky Cousins, Police Chief
Absent: Lee Booker
APPROVAL OF AGENDA
Upon motion by Meg Tibbs seconded by Kenneth Jennings and unanimously carried, Council approved the agenda for the September 14, 2004 regular meeting of the Brookneal Town Council with the following additions:
1) Police Report
2) Fall Clean Up
3) Request from Laura David for Veterinary Shuttle
MINUTES
Upon motion by Jack Woodell, seconded by James Nowlin and unanimously carried, Council approved the August 10, 2004 minutes.
TREASURER’S REPORT
The Treasurer’s Report was filed for audit.
PRESENTATION AND APPROVAL OF INVOICES
Be it resolved that motion was made by James Nowlin, seconded by Jack Woodell and unanimously carried, authorizing the payment of the invoices for the period of August 10 to September 13, 2004 in the amount of $9,604.27.
RESOLUTION OF APPRECIATION FOR CHIEF KURLAND ROARK
Upon motion by Kenneth Jennings, seconded by Tracy Meisenbach and unanimously carried council adopted the following resolution:

RESOLUTION OF APPRECIATION
WHEREAS, Chief Lester Kurland Roark has served the Town of Brookneal faithfully for the past 8 years as an officer and subsequently rising to the rank of Chief of the Town’s Police Department, and
WHEREAS, Chief Roark during that time has dedicated himself to the safety and well being of the citizens of the Town of Brookneal, and
WHEREAS, Chief Roark’s career has spanned a total of 28 years in the field of law enforcement wherein he has placed himself in harms way on many occasions in the protection of others, and
WHEREAS, Chief Roark has decided to retire from his present duties and as a result the Town will have lost a dedicated and loyal employee who has during his tenure with the Town of Brookneal placed the needs of the citizens and his officers above his own, and
WHEREAS, the Town of Brookneal has been very fortunate to have had the opportunity of sharing a portion of his career and to have been the beneficiary of his time, talents and abilities over the last 8 years.
NOW THEREFORE BE IT RESOLVED, that the Town of Brookneal hereby extends its heartfelt appreciation to Chief Lester Kurland Roark for his dedication while carrying out his responsibilities in the protection of life and property of the citizens of the Town of Brookneal.
BE IT ALSO RESOVED, that the Town Council and the citizens of the Town of Brookneal wish him well as he enters the next chapter of this life and reaps the benefits of his labors over these last 28 years.
This resolution approved by the Brookneal Town Council this 14th day of September 2004.

RESOLUTION OF APPRECIATION FOR MARK WILKES
Upon motion by Jack Woodell, seconded by Meg Tibbs and unanimously carried council adopted the following resolution:

RESOLUTION OF APPRECIATION
WHEREAS, Mark Wilkes has spent countless hours in coordinating the development of the Church Street Community Park, and
WHEREAS, because of his leadership and passionate desire to see this project to completion the Town owes a debt of gratitude to Mr. Wilkes, and
WHEREAS, the efforts of Mr. Wilkes serves as an example of the community pride and spirit of volunteerism that has always made Brookneal a great place to live, work, and play, and
WHEREAS, the Church Street Community Park will for many years to come serve children that are in search of an environment in which they can have fun and enjoy great moments that will last a lifetime with their friends and family, and
WHEREAS, through the unselfish contributions of time, talent, and tenacious pursuit of his vision for this park the Town of Brookneal and the citizens of the community are the beneficiary of this very important asset to the recreational opportunities for the children of this neighborhood.
NOW THEREFORE BE IT RESOLVED, that the Town Council of the Town of Brookneal extends its sincere appreciation to Mr. Mark Wilkes for his leadership in the development and completion of the Church Street Community Park.
BE IT ALSO RESOLVED, that Council appreciates the model of community stewardship and dedication displayed by Mr. Wilkes during the construction of this facility.

PRESENTATION BY CENTRAL VIRGINIA COMMUNITY COLLEGE
Linda Rodriguez, Chester Brockwell, Calvin Overstreet and Lisa Pannell gave a presentation to council regarding the classes offered at the local center and the future of the center as it relates to the training needs of the local industries and citizenry.
DISCUSSION OF DAY IN THE TOWN
After a brief discussion of the Day in the Town events planned, James Nowlin made a motion authorizing Public Works Director, Mike Crews, to purchase any items necessary for Day in the Town. The motion received a second from Jack Woodell and was unanimously carried.
REQUEST FOR VETERINARY SHUTTLE
Laura David of Southeast Street appeared before Council to request funding to bring a veterinary shuttle to the Town of Brookneal for two days. This shuttle would provide spay/neuter services as well as rabies shots for a cost of $35.00 an animal. Mrs. David asked that the town provide $75.00 a day plus hotel expenses for the three technicians needed to operate the shuttle.
After a brief discussion, Council Member Tracy Meisenbach stated that she would personally put up the money to bring the shuttle to town and Sergeant Ricky Cousins added that the American Legion would help as well.
POLICE REPORT
The Brookneal Police Department presented Chief Kurland Roark with a shadow box honoring his years of service with the Brookneal Police Department.
FALL CLEANUP
Council set fall clean up for the weeks of October 4 thru October 15, 2004.
PUBLIC COMMENT
No one from the public appeared before council.
CLOSED SESSION
Upon motion by James Nowlin, seconded by Tracy Meisenbach and unanimously carried, council voted to go into closed session in accordance with VA State Code section 2.2-3711 (A1) the purpose of which is to discuss the replacement of the Town’s Police Chief.
Upon motion by James Nowlin, seconded by Meg Tibbs and unanimously carried, council voted to go into closed session in accordance with VA State Code section 2.2-3711 (A1) the purpose of which was to discuss the performance of the Town Manager.
RETURN FROM CLOSED SESSION
Motion was made by James Nowlin, seconded by Jack Woodell and unanimously carried to reconvene into open session.
CERTIFICATION
Mayor Campbell moved that the town council certify that, in the closed meeting just concluded, nothing was discussed except the matters specifically identified in the motion(s) to convene in a closed meeting and lawfully permitted to be so discussed under the provisions of the Virginia Freedom of Information Act cited in those motions. AUTHORIZATION TO HIRE POLICE CHIEF
Upon motion by James Nowlin, seconded by Kenneth Jennings and unanimously carried council authorized Town Manager, Bill Gillespie to start the process of hiring the new chief of police for the Town of Brookneal.
TOWN MANAGER PERFORMANCE
Motion was made by Kenneth Jennings that the Town of Brookneal continue the relationship that we have with the Town manager, Bill Gillespie, into the year 2005 and that the Mayor be authorized to negotiate the Town Manager agreement. The motion received a second from Tracy Meisenbach and passed unanimously.
ADJOURNMENT
Upon motion by James Nowlin, Mayor Campbell announced that the September 14, 2004 Council meeting was adjourned.
