MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 P.M. – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
Jack Woodell, Lee Booker, James Nowlin, Meg Tibbs, and Tracy Meisenbach, Councilmembers
Joseph R. Williams, Town Manager
Laurie C. Francis, Clerk/Treasurer
Mike Crews, Public Works Director
Jim Hires, Police Chief
APPROVAL OF AGENDA
Upon motion by Jack Woodell, seconded by Meg Tibbs, and unanimously carried, council approved the agenda with the following addition: 1) Conditional use permit for William Barley.
MINUTES
Upon motion by Lee Booker, and unanimously carried, the December 10, 2002 minutes were approved.
TREASURER’S REPORT
The Treasurer’s Report was filed for audit.
PRESENTATION AND APPROVAL OF BILLS
Be It Resolved that motion was made by James Nowlin, seconded by Lee Booker and unanimously carried, authorizing the payment of the invoices for the period of December 10, 2002 to January 13, 2003 in the amount of $13, 676.67.
REPORT ON COUNTY PROJECTS
Director of Economic Development, Mike Davidson, appeared before council to update them on various projects Campbell County is undertaking.
Mr. Davidson presented a survey prepared by Elert & Associates out of Minnesota on broadband internet use in the Brookneal area. Various items and recommendations were discussed that were included in the survey.
PUBLIC INPUT
Several members of the community appeared before Council to voice their support of broadband internet coming to Brookneal.
PLAQUE PRESENTATION TO THE WILLIAM CAMPBELL FOOTBALL TEAM
Mayor Phyllis Campbell, and the Town Council, presented the William Campbell Football Team with a plaque to honor their accomplishment of becoming the first State Championship Team in William Campbell history.
Accepting the plaque on behalf of the team was Head Coach Brad Bradley.
CONDITIONAL USE PERMIT
Upon motion by Lee Booker, seconded by Jack Woodell, and unanimously carried council approved the conditional use permit for William Barley.
PAINTING OF THE COMMUNITY BUILDING
After discussing the deteriorating condition of the Brookneal Community Building, Council asked that Public Works Director, Mike Crews, get more information on the cost involved in painting and refinishing the floors. This information is to be brought to the next Council meeting.
PUBLIC HEARING RECOMMENDATION
After recommendation by the Legislative Committee, Meg Tibbs made a motion that a public hearing be held at the next Council meeting to address a dog confinement law in Brookneal.
The motion was seconded by Jack Woodell and approved unanimously by Council.
CLOSED MEETING
Upon motion by James Nowlin, seconded by Jack Woodell and unanimously carried council went into closed meeting under VA Code 2.2-3711(A1) the purpose of which was to discuss prospective candidates for employment.
RETURN FROM CLOSED MEETING
Upon motion by James Nowlin, seconded by Lee Booker and unanimously carried council returned from closed meeting.
Mayor Campbell called for a vote that all matters discussed in closed session were in accordance with VA Code 2.2-3711(A1).

TOWN MANAGER ADVERTISEMENT
Upon motion by James Nowlin, seconded by Lee Booker, and unanimously carried council formed a Town Manager Search Committee consisting of the following members: Herbert Guthrie, Lee Booker, Meg Tibbs, Jack Woodell, James Nowlin, Phyllis Campbell and Barry Rice.
ADJOURNMENT
Mayor Campbell adjourned the meeting.
