MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 P.M. – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Phyllis Campbell, Mayor
Jack Woodell, Lee Booker, James Nowlin, Meg Tibbs, Kenneth Jennings, and Tracy Meisenbach, Councilmembers
Joseph R. Williams, Town Manager
Laurie C. Francis, Clerk/Treasurer
Mike Crews, Public Works Director
Jim Hires, Police Chief
APPROVAL OF AGENDA
Upon motion by Meg Tibbs, seconded by Kenneth Jennings and unanimously carried, council approved the agenda with the following addition: 1) Closed session pursuant to VA code Section § 2.2-3711 (A1) the purpose of which is to discuss the evaluation of an employee.
MINUTES
Upon motion by Lee Booker, and unanimously carried, the October 8, 2002 minutes were approved.
TREASURER’S REPORT
The Treasurer’s Report was filed for audit.
PRESENTATION AND APPROVAL OF BILLS
Be It Resolved that motion was made by James Nowlin, seconded by Jack Woodell and unanimously carried, authorizing the payment of the invoices for the period of October 8, 2002 to November 11, 2002 in the amount of $28,678.73.
POLICE REPORT
Chief James Hires appeared before council stating that there were no reportable crimes for the month of October 2002.
Sergeant Kurland Roark, who recently purchased his own Laser Max attachment for his police firearm, demonstrated the device to Council. Sgt. Roark noted that the device costs approximately $300. When aimed the laser device emits a red dot that indicates where a bullet may be fired.
Police Chief Hires added to Roark’s demonstration saying, “It’s something we wanted to bring up for your consideration.”
Chief Hires also noted that at some point in time, council should consider rearming the officers with new weapons.
PUBLIC WORKS REPORT
Mike Crews, Public Works Director, reported that Thanksgiving trash collection, normally picked up on Thursday, would be done on the Wednesday before Thanksgiving along with the business trash collection.
Mr. Crews also reported that the water restrictions had been lifted for the town.
REGION 2000 REGIONAL COMMISSION
Bill Gillespie from Region 2000 Regional Commission made a presentation concerning the Regional Legislative Agenda and the Region’s response to the State’s budget problems.
PUBLIC INPUT
Alan Taylor, of 101 Terry Road, appeared before Council to discuss an ongoing problem he has been having with a drain in his basement. Mr. Taylor stated that every time it rains the drain backs up in his basement with about six inches of water and sludge. Mr. Taylor believes that this problem is coming from bushes and debris covering an outside drain.
Mike Crews has assessed the situation and says that it is VDOT’s responsibility. He did, however, state that the town would be glad to clean some of the leaves and debris away to temporarily alleviate the problem.
UPDATE ON REQUEST FOR TREE TO BE REMOVED
Town Manager, Joseph R. Williams, informed council that Mr. Billy Guthrie had been contacted and has stated that he is fine with the removal of the tree located on the sidewalk on Main Street in front of St. John Insurance.
Upon motion by James Nowlin, seconded by Meg Tibbs and unanimously carried council voted to authorize the town to remove the tree from the sidewalk on Main Street that is obstructing the view of the St. John Insurance sign.
WATER AND SEWER AGREEMENT WITH COUNTY
Upon motion by Lee Booker, seconded by James Nowlin and unanimously carried, council approved the water and sewer agreement between the Town of Brookneal and the Campbell County Utilities and Service Authority.
The agreement states that the town will receive revenue from the water connections and will be required to maintain the water line. In the event that Campbell County Water Authority moves into the area, they will have the right to take over the water line and become responsible for maintenance and receive water revenues.
DONATION OF CHRISTMAS DECORATIONS AND LIGHTS
The Town received approximately 50 Christmas decorations and lights from the Town of Vienna, Virginia. These decorations are in good shape and will be used this year.
Council, by consensus, agreed to place 24 Christmas decorations on the poles that have existing electrical capability and work on having other poles wired to place decorations on in the future.
Council also agreed to send a thank-you note to the Town of Vienna for their generous donation.
PURCHASE OF BRICK
Upon motion by Meg Tibbs, seconded by Jack Woodell and unanimously carried council voted to purchase a brick for the town square in memory of former Council Member Everett Guill.
CLOSED SESSION
Upon motion by Jack Woodell seconded by James Nowlin and unanimously carried council voted to go into closed session in accordance with VA code Section § 2.2-3711 (A1) the purpose of which is to discuss the evaluation of an employee.
RETURN FROM CLOSED MEETING
Upon motion by Meg Tibbs, seconded by Jack Woodell, and unanimously carried, council returned from closed session.
Mayor Campbell asked for a roll call that all matters discussed were in accordance with VA code Section § 2.2-3711 (A1).
