MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 P.M. – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

 

Ronald E. Cox, Mayor

Lee Booker, Meg Tibbs, Phyllis Campbell, Jack Woodell, James Nowlin and Everett Guill, Councilmembers

Joseph R. Williams, Town Manager

Laurie C. Francis, Clerk/Treasurer

Jim Hires, Police Chief

Mike Crews, Public Works Director

 

 

APPROVAL OF AGENDA

 

Upon motion by Phyllis Campbell, seconded by James Nowlin and unanimously carried, council approved the agenda.

 

 

MINUTES

Upon motion by Meg Tibbs, seconded by James Nowlin and unanimously carried, the February 12, 2002 minutes were approved.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

PRESENTATION AND APPROVAL OF BILLS

Be It Resolved that motion was made by Everett Guill, seconded by Lee Booker, and unanimously carried, authorizing the payment of the invoices for the period of February 13, 2002 to March 12, 2002 in the amount of $10,628.59.

 

POLICE REPORT

 

Chief Hires reported that there was no reportable crime for the month of February.

 

 

PUBLIC WORKS REPORT

 

Public Works Director, Mike Crews, stated that some bids have been received for the sidewalks and steps at the Community Building.  The doors are in the process of being made for the Community Building.

 

Spring clean up was set for March 25 through April 5, 2002.

 

Mr. Crews informed Council that the Recreation Park would be opening the week of March 18, 2002.

 

Council was informed that the Public Works Department would be flushing fire hydrants on March 25 and 26, 2002.

 

 

PUBLIC INPUT

 

Appearing before council was Barbara Lail, resident of Virginia Avenue and owner of Cow Creek.  Ms. Lail expressed her concern about the request by the County for the Town of Brookneal to waive the water/sewer fees for the Community College.  Ms. Lail stated that no other business that she knew of had ever been offered this and she thinks it is wrong.

 

 

REQUEST BY WOMENS CLUB TO PLACE FLOWERS

 

Upon motion by Phyllis Campbell, seconded by Everett Guill, and unanimously carried council voted to allow the Brookneal Women’s Club to put their plants along town property and beautify anything else they want to do, within reason, to improve the appearance of the town.

 

REQUEST FOR WATER/SEWER FEES TO BE WAIVED FOR THE COMMUNITY COLLEGE

 

After lengthy discussion, motion was made by Jack Woodell, seconded by Everett Guill, and unanimously carried to table this matter until the next Council meeting.

 

Council Members requested that more information be obtained regarding this matter.

 

 

REQUEST FOR LIQUOR BY THE DRINK TO BE PLACED ON THE REFERENDUM

 

Upon motion by Jack Woodell, seconded by Everett Guill, and unanimously carried council voted to hold a Public Hearing on April 9, 2002 prior to the regular monthly council meeting.

 

Voting was as follows:

REGIONAL DINNER REMINDER

 

The Regional Commission will be hosting their Regional Dinner on April 17, 2002 in Bedford.  Social Hour is scheduled for 6:00 p.m. with dinner to be served at 7:00 p.m.

 

 

REQUEST BY DIXIE YOUTH FOR FINANCIAL ASSISTANCE

 

Brenda Short appeared before council on behalf of the Brookneal Dixie Youth to request financial assistance from the Town of Brookneal to purchase new bleachers for the Brookneal Recreation Park.  Ms. Short stated that new bleachers for the recreation park would cost approximately $10,000.  Ms. Short informed Council that the Brookneal Dixie Youth was not asking for a certain amount of funding, just a donation to show the Town’s support.

 

Councilman Jack Woodell suggested that the Brookneal Dixie Youth also go to Campbell County to request assistance as they benefit from the park as well.

 

Council agreed by consensus that the Town would contribute to the cost of the bleachers but did not set a specific dollar amount.

Upon motion by James Nowlin, seconded by Meg Tibbs, and unanimously carried, council adjourned.
