MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 P.M. – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Ronald E. Cox, Mayor
Lee Booker, Meg Tibbs, Phyllis Campbell, Jack Woodell, and Everett Guill, Councilmembers
Joseph R. Williams, Town Manager
Laurie C. Francis, Clerk/Treasurer
Jim Hires, Police Chief
Mike Crews, Public Works Director
INTRODUCTION OF NEW EMPLOYEE
Prior to the start of business Shannon S. Coleman of Hunter Road was introduced to the Town Council as the new Office Manager for the Town of Brookneal.
APPROVAL OF AGENDA
Upon motion by Meg Tibbs, seconded by Phyllis Campbell and unanimously carried, council approved the agenda.
MINUTES
Upon motion by Everett Guill, seconded by Lee Booker and unanimously carried, the January 8 and January 24, 2002 minutes were approved with a change made to the January 8, 2002 minutes.
TREASURER’S REPORT
The Treasurer’s Report was filed for audit.
PRESENTATION AND APPROVAL OF BILLS
Be It Resolved that motion was made by Everett Guill, seconded by Lee Booker, and unanimously carried, authorizing the payment of the invoices for the period of January 9, 2002 to February 12, 2001 in the amount of $14,454.82.
BALLPARK CONCESSION STAND REPAIRS
Upon motion by Lee Booker, seconded by Phyllis Campbell, and unanimously carried Council approved payment for concession stand repairs at the Brookneal ballpark.
COMMUNITY BUILDING STEP REPAIRS
Upon motion by Meg Tibbs, seconded by Everett Guill and unanimously carried Council voted to allocate $5,000 toward the repair of the main steps at the Community Building.
PERMIT TO KILL BUZZARDS
Upon motion by Phyllis Campbell, seconded by Jack Woodell, and unanimously carried Council voted to authorize Public Works Director, Mike Crews, to obtain a permit to kill buzzards.
WILDLIFE TEA21 LETTER OF SUPPORT
Upon motion by Phyllis Campbell, seconded by Meg Tibbs, and unanimously carried Council voted to write a Wildlife TEA21 letter of support from the Town of Brookneal.
COMMUNITY BUILDING REQUEST
Brookneal Police Officer and American Legion Post Representative, Ricky Cousins, came before Council to request the use of the Brookneal Community Building on behalf of the American Legion Post #52.
A motion was made by Lee Booker to approve that the American Legion Post #52 have free use of the whichever part of the Community Building they needed as long as it was not in use. Meg Tibbs seconded the motion and it was unanimously carried.
PUBLIC INPUT
Approximately fifty people were present at the February 2002 Council meeting.
First to speak was Bob Jean of Cook Avenue in Brookneal. Mr. Jean expressed concerns that his wife, Bernice Jean, a former employee of the Town, had been treated unfairly when she had been laid off during a reorganization that took place in early January 2002.
Several other members of the Brookneal community spoke before Council to show their support of the Town Manager and the job he was doing.

Upon motion by Everett Guill, council adjourned.
