MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:10 P.M. – Public Hearing – Conditional Use Permit.
William Barley has made an application for a conditional use permit to place a doublewide mobile home on his property located on Claytor Road. The property is located adjacent to the Town’s pump station. The property is currently zoned M-2 (Manufacturing and Industrial).
Upon recommendation by Jack Woodell, seconded by Mark Wilkes, the Planning Commission approved the installation of the mobile home as long as it meets the standard guidelines. Installation is also contingent upon approval by the Public Works Director and the request being submitted and approved by Town Council at a future date.
Mr. Barley was present to speak for the permit. No one was present to speak against the permit.

7:15 P.M. – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:

Jack Woodell, Lee Booker, James Nowlin, Meg Tibbs, Kenneth Jennings, and Tracy Meisenbach, Councilmembers
Joseph R. Williams, Town Manager
Laurie C. Francis, Clerk/Treasurer
Mike Crews, Public Works Director
Jim Hires, Police Chief
Jack Woodell made a motion that Council approve the installation of the doublewide mobile home for Mr. Barley based on the fact that it meets the criteria of the town as determined by Mr. Crews. Kenneth Jennings seconded the motion and the motion was unanimously carried.
APPROVAL OF AGENDA
Upon motion by James Nowlin, and unanimously carried, council approved the agenda with the following addition: 1) Parade and Resolution for William Campbell Football Team.
MINUTES
Upon motion by Lee Booker, and unanimously carried, the November 12, 2002 minutes were approved.
TREASURER’S REPORT
The Treasurer’s Report was filed for audit.
PRESENTATION AND APPROVAL OF BILLS
Be It Resolved that motion was made by James Nowlin, seconded by Meg Tibbs and unanimously carried, authorizing the payment of the invoices for the period of November 12, 2002 to December 9, 2002 in the amount of $11,403.82.
PUBLIC INPUT
Benny David, Campbell County Animal Control Officer and resident of Southeast Street, spoke to Council concerning stray dogs in the Town of Brookneal. Mr. David informed Council that strays within the town limits were a recurring problem and recommended that the Town consider implementing a confinement law for dogs. This law would differ from a leash law in that dogs would not be required to be on a leash but instead would be required to be on the owner’s property and/or in the owner’s control at all times.
Ms. Barbara Lail of Virginia Avenue and Mr. Alan Murphy of Cook Avenue also appeared before Council to express their support of a confinement or leash law.
HONORING THE WILLIAM CAMPBELL FOOTBALL TEAM
Councilman Lee Booker recommended that the Town show their appreciation for the fine job the 2002 William Campbell Football Team did during the season by honoring the team with a parade on Saturday, December 21, 2002 if they win the State Championship. Councilman Booker also requested a resolution be drafted from the town.
Council agreed by consensus.
REPAIR GARBAGE TRUCK TAILGATE
Upon motion by James Nowlin, seconded by Jack Woodell, and unanimously carried council approved repairing the tailgate on the town’s garbage truck.
APPROVAL OF REGION 2000 LEGISLATIVE AGENDA
Upon motion by Lee Booker, seconded by Tracy Meisenbach Council unanimously approved the adoption of Region 2000 Regional Commission’s Legislative Agenda.
EMPLOYEE CHRISTMAS GIFT
Upon motion by Lee Booker, seconded by James Nowlin, and unanimously carried council approved a $125 cash Christmas gift to be given to all employees in the form of a check. Council strongly encouraged all employees to spend the money in the Town of Brookneal.
LONGEVITY AWARD
Upon motion by Jack Woodell, seconded by Kenneth Jennings and unanimously carried council approved a one time longevity award of $1500 to be given to three public works employees that have been employed for over fifteen years.
CLOSED MEETING
Upon motion by James Nowlin, seconded by Jack Woodell and unanimously carried council went into closed meeting under VA Code 2.2-3711(A1) the purpose of which was to discuss prospective candidates for employment.
RETURN FROM CLOSED MEETING
Upon motion by James Nowlin, seconded by Jack Woodell and unanimously carried council returned from closed meeting.
Mayor Campbell called for a vote that all matters discussed in closed session were in accordance with VA Code 2.2-3711(A1).

TOWN MANAGER ADVERTISMENT
Meg Tibbs made a motion that the Town of Brookneal advertise for a Town Manager for both part-time and full-time positions and search all options possible even with the Regional Commission to get advice and see what we would like to do in the future. The motion was seconded by James Nowlin and unanimously carried.
CONFINMENT LAW
Tracy Meisenbach made a recommendation that Council address the leash law/confinement law immediately so that the problem does not get worse.
Mayor Campbell turned the issue over to the Legislative Committee for further study.
ADJOURNMENT
Upon motion by Meg Tibbs, seconded Jack Woodell and unanimously carried,
Mayor Campbell adjourned the meeting.
