MINUTES OF THE BROOKNEAL TOWN COUNCIL

 

7:00 P.M. – The regular meeting of the Brookneal Town Council

The municipal government of the Town of Brookneal met with the following members present:

 

Ronald E. Cox, Mayor

Lee Booker, Phyllis Campbell, Jack Woodell, Meg Tibbs (arrived late), James Nowlin, and Everett Guill, Councilmembers

Laurie C. Francis, Clerk/Treasurer

Jim Hires, Police Chief

Mike Crews, Public Works Director

 

 

APPROVAL OF AGENDA

 

Upon motion by Phyllis Campbell, seconded by James Nowlin and unanimously carried, council approved the agenda with the following additions: 1) Proclamation to fly flag at half-mast.

 

 

MINUTES

Upon motion by Lee Booker, seconded by James Nowlin and unanimously carried, the August 14, 2001 minutes were approved.

 

 

TREASURER’S REPORT

 

The Treasurer’s Report was filed for audit.

 

PRESENTATION AND APPROVAL OF BILLS

Be It Resolved that motion was made by Everett Guill, seconded by Lee Booker and unanimously carried, authorizing the payment of the invoices for the period of August 15, 2001 to September 11, 2001 in the amount of $24,041.38.

 

RESOLUTION TO ADOPT SURETY

Upon motion by Lee Booker, seconded by Jack Woodell, and unanimously carried council approved the following resolution:

 

 

 

Resolution of the Brookneal Town Council

to Provide Surety to the

Virginia Department of Transportation

for Construction

 

 

WHEREAS,  The Brookneal Town Council wishes to improve safety at the Brooke Street, CDBG project by construction of water and sewer upgrade, and

 

WHEREAS,  The Brookneal Town Council desires the completion of the Brooke Street, CDBG project, and

 

WHEREAS, Construction for a land use permit for The Brooke Street, CDBG project in the estimated amount of $40 would be necessary to achieve this project, and

 

WHEREAS,  The Virginia Department of Transportation needs surety that the project will be funded and completed.

 

NOW BE IT FURTHER RESOLVED THAT the Town of Brookneal, Town Council by adoption of this resolution, assures the Virginia Department of Transportation that the project as described above and in Permit # 298314 will be funded and completed as initially planned.

RELOCATION OF RECYCLE BINS

 

Council discussed the request made by Diane Dodd of the Campbell County Landfill to relocate the recycle bins from their current location to the new trash site located just outside of town near Brookneal Chips.

 

 

 

BROOKNEAL/CAMPBELL COUNTY AIRPORT AUTHORITY

 

On August 8, 2001 Charles R. McDowell, III submitted his letter of resignation from the Brookneal/Campbell County Airport Authority.  Discussion was held as to whom the Town would appoint to fill the vacancy.  Council decided to look into this matter and discuss it further at a later meeting.

 

 

AGREEMENT FOR THE PROVISION OF ELECTRIC SERVICE

 

Upon motion by Everett Guill, seconded by Phyllis Campbell and unanimously carried, the Brookneal Town Council in its regularly scheduled meeting on the 14th day of August, 2001 voted to adopt the Agreement for the Provision of Electric Service to Municipalities and Counties of the Commonwealth of Virginia from Virginia Electric and Power Company.

 

 

FAMILY HEALTH INSURANCE ADJUSTMENT FUNDING

 

After a recommendation by the Personnel Committee and upon motion by Jack Woodell, seconded by Everett Guill, and unanimously carried, council voted that the employee health insurance contributions would remain exactly the same as the previous year.

 

TOWN MANAGER SEARCH COMMITTEE RESPONSE

 

The following members of the Brookneal Town Manager Search committee met on Thursday, August 9, 2001:  Jack Woodell, Herbert Guthrie, Jimmy Adams, Ronny Cox, and Lee Booker.  The committee decided to expand the advertisement for the Town Manager position and advertise on the Internet.

 

DAY IN THE PARK

 

Lee Booker reported that 20 plus entries had signed up for the Day in the Park so far.  Suggestions have been made to include a pie judging contest and a kid’s talent show.  Councilman Booker stated that he was trying to have most of the same activities as last year along with some new additions.

 

 

BICENTENNIAL COMMITTEE REPORT

 

Council Member Meg Tibbs stated that all was going well so far.  Council Member Phyllis Campbell is working on getting banners made.  The committee has approved up to $500 to be spent for a promotional poster for the Town of Brookneal similar to the one used by the City of Lynchburg.  October 6, 2001 is the kickoff banquet and the groundbreaking ceremony for the park is tentatively scheduled for January 1, 2002.

 

 

DISCUSSION OF NUISANCE PET ORDINANCE

 

Public Works Director, Mike Crews stated that he had spoken with Bennett David of Campbell County Animal Control and Paul with Campbell County Zoning.  The County recently adopted an ordinance for anything that has an R1 and R2 and Paul would be sending information to the town regarding a nuisance pet ordinance.  This information can be discussed further at the September Town Council Meeting.

 

INFORMATION ITEMS:

 

·         BROOK STREET PROJECT

The Brooke Street project infrastructure contract will begin on August 1, 2001.  Town Attorney is completing easement documents.  Housing renovation inspections on last houses are complete.

·         TOWN HALL/COMMUNITY BUILDING RENOVATION REPORT

Repairs on the Town Hall and the Community Building Dining Room have been completed.

·         PRESENTATION OF CHECK BY THE VIRGINIA TOBACCO COMMISSION

The presentation of a mock check by the Virginia Tobacco Commission is scheduled for August 23rd, 2001 at 12:00 P.M.

 

·         VDOT

VDOT has put in a work order to make improvements to the turning lanes at the traffic light in town.

 

·         DINNER MEETING

A dinner meeting with the Board of Supervisors and the Town Councils of Brookneal and Altavista is scheduled for Tuesday, October 30, 2001  at 6:30 P.M. at An Claddaugh in Altavista.

 

CLOSED MEETING

 

Upon motion by Everett Guill, seconded by Lee Booker and unanimously carried, council went into Closed Meeting for discussion of personnel matters pursuant to VA Code 2.1-344(A)(1).

 

RETURN FROM CLOSED MEETING

 

Mayor Cox called for a show of hand vote that all matters discussed were in accordance with VA code Section 2.1-344(A)(1).

 

All concurred.

 

 

HIRING PART-TIME ADMINISTRATIVE ASSISTANCE

 

Upon motion by Jack Woodell, seconded by Phyllis Campbell, and unanimously carried, council voted to advertise to hire the part-time position of Administrative Assistant.

 

PAYMENT OF ACTING TOWN MANAGER’S INSURANCE

 

Upon motion by Phyllis Campbell, seconded by Meg Tibbs, and unanimously carried, council voted that the town pay all of Mike Crews’ insurance, including his family, while he is filling in for the Town Manager.

 

CLERK/TREASURER RESPONSIBILITIES

 

Upon motion by Meg Tibbs, seconded by Lee Booker, and unanimously carried, council voted that Clerk/Treasurer, Laurie Francis, would be given the responsibility of being in charge of the front office to include supervisory duties.

 

 

ADJOURNMENT

Upon motion by Meg Tibbs, seconded by Everett Guill and unanimously carried, council adjourned.
