MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 P.M. – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Ronald E. Cox, Mayor
Lee Booker, Phyllis Campbell, Jack Woodell, Meg Tibbs (arrived late), James Nowlin, and Everett Guill, Councilmembers
Laurie C. Francis, Clerk/Treasurer
Jim Hires, Police Chief
Mike Crews, Public Works Director
APPROVAL OF AGENDA
Upon motion by Phyllis Campbell, seconded by James Nowlin and unanimously carried, council approved the agenda with the following additions: 1) Proclamation to fly flag at half-mast.
MINUTES
Upon motion by Lee Booker, seconded by James Nowlin and unanimously carried, the August 14, 2001 minutes were approved.
TREASURER’S REPORT
The Treasurer’s Report was filed for audit.
PRESENTATION AND APPROVAL OF BILLS
Be It Resolved that motion was made by Everett Guill, seconded by Lee Booker and unanimously carried, authorizing the payment of the invoices for the period of August 15, 2001 to September 11, 2001 in the amount of $24,041.38.
RESOLUTION TO ADOPT SURETY
Upon motion by Lee Booker, seconded by Jack Woodell, and unanimously carried council approved the following resolution:
Resolution of the Brookneal Town Council
to Provide Surety to the
Virginia Department of Transportation
for Construction
WHEREAS, The Brookneal Town Council wishes to improve safety at the Brooke Street, CDBG project by construction of water and sewer upgrade, and
WHEREAS, The Brookneal Town Council desires the completion of the Brooke Street, CDBG project, and
WHEREAS, Construction for a land use permit for The Brooke Street, CDBG project in the estimated amount of $40 would be necessary to achieve this project, and
WHEREAS, The Virginia Department of Transportation needs surety that the project will be funded and completed.
NOW BE IT FURTHER RESOLVED THAT the Town of Brookneal, Town Council by adoption of this resolution, assures the Virginia Department of Transportation that the project as described above and in Permit # 298314 will be funded and completed as initially planned.

RELOCATION OF RECYCLE BINS
Council discussed the request made by Diane Dodd of the Campbell County Landfill to relocate the recycle bins from their current location to the new trash site located just outside of town near Brookneal Chips. After discussion council agreed that it was not a good idea since there were already problems with the new trash site and town citizens may not use the recycle bins if they were moved.
TOWN MANAGER SEARCH COMMITTEE RESPONSE
Mayor Ronny Cox stated that several good applications had been received for the position of Town Manager. He felt that the search committee should get started right away reviewing the applications and conducting interviews.
DAY IN THE PARK
Lee Booker stated that approximately 20 more vendors had signed up this year than last year. Tommy Mason at the Campbell County Health Department has stated that all vendors selling food that is cooked on site will have to have a health permit from the Health Department. There is no fee for this permit.
BICENTENNIAL COMMITTEE
The kick off dinner is scheduled for Saturday, October 6, 2001 at 7:00. Tickets are for sale at a variety of locations throughout town.
BROOKNEAL/CAMPBELL COUNTY AIRPORT AUTHORITY
Phyllis Campbell stated that the membership of the Brookneal/Campbell County Airport Authority needs to be updated. Councilwoman Campbell also informed the council that Richard Adams of Virginia Avenue had agreed to serve on the BCCAA filling the vacancy left last month by the resignation of Dowell McDowell. A motion was made by Lee Booker, seconded by Phyllis Campbell, and unanimously carried to appoint Mr. Adams to the BCCAA.
PROCLAMATION TO PLACE FLAGS AT HALF-MAST
Upon motion by James Nowlin, seconded by Phyllis Campbell, and unanimously carried council voted to adopt the following proclamation:
PROCLAMATION HONORING THE VICTIMS OF THE INCIDENTS ON TUESDAY, SEPTEMBER 11, 2001
WHEREAS, the World Trade Center in New York City, New York and the Pentagon Building in Arlington, Virginia were attacked by terrorists on the morning of September 11, 2001, and as a mark of respect for those killed by the acts of violence perpetrated by faceless cowards upon the people and the freedom of the United States on Tuesday, September 11, 2001, the Brookneal Town Council, by the authority vested in them as the governing body of the Town of Brookneal do hereby order that all flags be flown at half-staff at the Town Hall and all Town Buildings for the same length of time as the Federal Government proclaims.

CLOSED MEETING
Upon motion by Everett Guill, seconded by Lee Booker and unanimously carried, council went into Closed Meeting for discussion of personnel matters pursuant to VA Code 2.1-344(A)(1).
RETURN FROM CLOSED MEETING
Mayor Cox called for a show of hand vote that all matters discussed were in accordance with VA code Section 2.1-344(A)(1).
All concurred.
ADJOURNMENT
Upon motion by Lee Booker, seconded by Everett Guill and unanimously carried, council adjourned.
