MINUTES OF THE BROOKNEAL TOWN COUNCIL
7:00 P.M. – PUBLIC HEARING – 2001/02 FY BUDGET HEARING
No one was present for public hearing.
7:01 P.M. – The regular meeting of the Brookneal Town Council
The municipal government of the Town of Brookneal met with the following members present:
Ronald E. Cox, Mayor
Lee Booker, Meg Tibbs, Jack Woodell, James Nowlin and Everett Guill, Councilmembers
Danny Inge, Town Manager
Beth R. Elder, Clerk/Treasurer
Jim Hires, Police Chief
Mike Crews, Public Works Director
APPROVAL OF AGENDA
Upon motion by Lee Booker, seconded by Everett Guill and unanimously carried, council approved the agenda with the additional of the VML-Action Call.
MINUTES
Upon motion by James Nowlin, seconded by Lee Booker and unanimously carried, the April 10, 2001 minutes were approved with the correction of Meg Tibbs name being removed from the minutes since she was not present at the April meeting.
TREASURER’S REPORT
The Treasurer’s Report was filed for audit.
PRESENTATION AND APPROVAL OF BILLS
Be It Resolved that motion was made by Everett Guill, seconded by James Nowlin and unanimously carried, authorizing the payment of the invoices for the period of April 10, 2001 to May 7, 2001 in the amount of $19,497.16.
DAVENPORT & COMPANY, LLC
Darrell Hill of Davenport & Company, LLC told council that the proposals are back and SunTrust Bank had the lowest proposal of 4.55% with a debt service savings of over $32,000.
Upon motion by Lee Booker, seconded by Everett Guill and unanimously carried, council accepted the proposal of SunTrust Bank from Davenport & Company, LLC. with the vote as follows:

FY 2001/02 BUDGET
The Town Manager presented the budget to council for adoption at the next council meeting.
Mayor Cox ruled that by consensus the budget as is would be up for adoption at the June meeting.
TOWN SQUARE
The Town Manager went over the drawing and explained the concept of the new Town Square.
Lee Booker wanted to invite merchants and get them involved in the project.
Meg Tibbs thought that council should thank W. T. Carr for the property which got “the ball rolling”.
CLOSED SESSION
Upon motion by Lee Booker, seconded by James Nowlin and unanimously carried, went into closed session to consider investment of public funds through bargaining for services allowed by Va. Code Section 2.1-344(a) because public discussion at the time would adversely affect the town’s negotiations with the service providers.
ADJOURNMENT
Upon motion by James Nowlin, seconded by Lee Booker and unanimously carried, council adjourned.
